Viper is one of the most secretive ~~organization~~ on the island. No one has ever seen any of their members yet they seem to have a lot of influence around the island. They are willing to share some of their assets with outsiders, however they do charge quite a lot of money for it. If someone wants to gain access to the most basic assets of viper they will have to visit the Viper destroyer, also know as the USS Storm Queen.
