This is always likely to be the case when a server restart has occurred during peak times. To prevent 235 players all trying to download data and connect to the server, it will trickle 40 players through at a time, which then puts them through to the loading screen (if enough server slots are free) or the regular queue. You will find the throttle queue moves quite quickly as players don't take too long to load.
